The main cause of the lawsuits is the exchange rate fluctuation, which is due to the nature of the construction and has become more and more prevalent since 2008. The last years of the signing of contracts coincided with the initiation of the first lawsuits. In the 2010-2014 parliamentary cycle, and then at the beginning of the 2014-2018 cycle, the Parliament adopted a number of laws to further prevent and partially eliminate household indebtedness that arose as a negative effect of exchange rate fluctuations. The last step of this legislative process is the 2015 HUF conversion of the majority of foreign currency-based loans. The legislation took place in parallel with the mass litigation. In the interpretation questions that arose in the lawsuits, the Court issued several guidelines for the application of law, some of which were codified through legislation.
